Incolink appoints new Chief Executive Officer

Posted on June 09, 2026

The Incolink Board today announces the appointment of Mathew Toner as Chief Executive Officer, following a comprehensive and rigorous recruitment process, led by leading executive search firm Watermark Search International.

Mr Toner brings to the role a combination of legal expertise, regulatory acumen, and member-based fund leadership that the Board assessed as uniquely suited to the strategic priorities facing Incolink.

He has served as Chief of Staff to the CEO, Executive General Manager Corporate Affairs and Acting CEO at Incolink and has worked at the centre of Incolink's strategy, governance and regulatory engagement during one of the organisation's most consequential periods.

Following careful consideration, the Board is confident that Mr Toner is the outstanding candidate to lead Incolink into its next phase.

The Board engaged leading executive search firm Watermark Search International following a competitive tender process. Watermark led an exhaustive national search process with strong interest from a competitive field of candidates.

Incolink Board Chair Peter Daly thanked Watermark for a thorough and highly competitive process, saying the Board was delighted to appoint Mr Toner as Incolink’s new Chief Executive Officer.

“Matt’s depth of experience in regulatory and corporate governance, combined with his proven track record navigating complex regulatory and industrial environments and driving organisational growth, makes him exceptionally well placed to lead Incolink into its next phase,” said Mr Daly.

“He has already demonstrated what he can do in this organisation, and the Board has full confidence in his ability to deliver for members and industry."

“As we continue our work to prepare the fund for significant regulatory reform, expand our national footprint and strengthen our member supports, Matt was the stand-out candidate. The Board is excited for what lies ahead under his leadership.

“The Board would like to sincerely thank all candidates who participated in what was a rigorous multi-stage interview and assessment process, and to Watermark for conducting an exemplary search.”

Mr Toner said he was honoured to be appointed as CEO of Incolink.

“This organisation plays a genuinely important role in the lives of our members across the building and construction industry,” said Mr Toner.

“I am grateful to the Board for their confidence to take Incolink forward in a critical period of national growth and regulatory reform.”
